The Texas Supreme Court has issued a temporary block on Harris County’s lottery-style “guaranteed income” welfare scheme. The Attorney General is right about the unconstitutional nature of the program but many believe, and I’m one of them, that the same prohibition makes our “economic development programs” questionable too. There is nothing charitable about forced charity.
