    The City of Abilene now pays the City Manager $400K a year. His leadership has been nothing short of disappointing. Tens of millions spent on frivolous while infrastructure collapses. Recent sales tax revenues decline 7% requiring an immediate job freeze. The City is mess, high crime, low wages, business decline, and a taxpayer subsidized Hilton Hotel downtown. Now a million dollar upgrade for 1 city street downtown. They used to panic when monthly sales tax revenue declined 1 or 2 percent. Yet, forget trying to cut the budget let’s raise taxes. I witnessed this fiasco for 20 years as Facilities Manager. A staff of 8 with over 400 properties to manage. Abilene is plagued with the red ribbon syndrome. That swine is still recognizable.
