In Texas’ largest immigration courts, in Houston, judges are notoriously hard on asylum cases. Since October, they have denied 83 percent of them, according to data from the Transactional Records Access Clearinghouse at Syracuse University. The courts in New York City, meanwhile, have approved 82 percent of asylum cases in that time, well above the national average of roughly 50 percent.
“Abbott is practically ensuring that these migrants will be allowed to stay in the country,” said Austin Kocher, a Syracuse University professor who studies immigration data. “He’s doing them a favor.”
