- Property tax levies can be as individual as homeowners themselves – Once again you show that you don’t understand the basics of local property taxes. “Meanwhile, Williamson County and the Round Rock school district lowered their tax rates over that time. But those weren’t enough to decrease the estimated tax bill.” They simply raised taxes. It is not an issue of lowering tax rates. There is no tax rate to lower, it expires each year and a new rate has to be set. It is the Effective, or revenue neutral, Rate from which the new rate is set. It’s dishonest, mostly on purpose, when entities talk about “holding the line on the tax rate” or “lowering the rate.” It’s not like the federal income tax rate, the base figures from which a new tax rate, completely new, each year change and must be refigurred by the appraising entity.
