- 2018 appraisal notices show average $10K increase in Lubbock – so if each entity keeps its tax rate rate “the same” each entity will enjoy a BIG 7% revenue increase from property taxes, a tax increase on property owners. If they adopt the revenue neutral Effective Rate, which will be lower than the current rate, then it would not be a tax increase.
