- Mayor Pope addresses LP&L customer frustrations on Facebook, as petition grows VIDEO – this issue about it saying LP&L is simply ridiculous as the amounts for services are clearly broken out on the bill. There is little one can do to solve for stupid and in this case it seems that all in the city are focused upon LP&L not getting undue blame. Who cares how much “blame” LP&L gets, it is still a city owned utility so it doesn’t matter if it is a separate entity legally. Mostly likely people are angry at the rising bills and LP&L HAS BEEN very responsible for steady electric rate increases. So much for the old “Home Owned Advantage”!

All that matters is the revenue neutral “effective rate” and any rate set above that is a TAX INCREASE. Why are we still burdned with these lies and/or ignorance!? The first line and headline are terribly misleading. “The city of Lubbock’s proposed fiscal year 2017-18 budget keeps the property tax rate unchanged,…” No the rate is not unchanged. It expires at the end of the FY and another is set. Thus it is not “unchanged” but set anew at a rate higher than the Effective Rate. This mattters!
