- Empower Texans tax documents don’t match activities – I don’t know details here but I will say this: 1) The group is divided and it could be that the foundation-side only spent on training, etc. while the other organization did the political, and; 2) The laws differ on what is “political” activity and what is not. For example years ago when my state PAC was running radio ads aimed at Senator Duncan over the issue of electing judges, none of that was a “political expenditure” under state law at the time per the law and rules of the TEC. That seems very odd to the uninformed but it was because under the law at the time nothing was a “political expenditure” if it was not directed at a candidate or issue on a ballot. There are many rules that do not make sense at first look.
