It was an audit conducted by a firm which bragged in its materials about getting you the results you want. The city refused to hire a 3rd party independent auditor. HealthSmart even said they’d agree to an auditor selected by media outlets as long as it had expertise in the industry. Everyone seems to have forgotten that the audit in question was designed to be a hit piece to justify city staff actions.
