LP&L hires Casner as General Counsel

Lubbock Power & Light is pleased to announce the hiring of Richard Casner as General Counsel. Casner brings to the utility an extensive legal background in both the public and private sector which includes service as First Assistant City Attorney for the cities of Lubbock and Denton, Texas.

“Mr. Casner’s impressive professional experience in both the public and private sector brings a wealth of knowledge and unique set of capabilities to LP&L,” said Greg Taylor, LP&L Electric Utility Board Chairman. “Finding the right person to serve as General Counsel to the Electric Utility Board is essential to tackling the challenges ahead and we are blessed to be able to bring Mr. Casner on board at this moment in LP&L’s history as Richard is supremely qualified to be a leader in our utility.”

Prior to joining LP&L, Richard Casner worked as a lawyer in the private sector for eight years in Fort Worth for the firms of Haynes and Boone and Albert, Neely & Kuhlmann. In 1996, Casner began work as Natural Resources Attorney for the City of Lubbock before assuming the title of First Assistant City Attorney from 2003 to 2009. While in his role as Assistant City Attorney he worked in the areas of electric utilities, water, oil and gas, real property and economic development.

From 2009 to 2012, Casner served as First Assistant City Attorney for the City of Denton where he again focused on areas of interest such as electric utilities, oil and gas, real property and economic development. Returning to Lubbock in 2014, Casner served as the City of Lubbock’s Natural Resources and Utility Attorney. He comes to LP&L having just served as Partner in the local Lubbock law firm of Crenshaw, Dupree and Milam.

Casner is a proud graduate of Texas Tech University where he received Bachelor of Science degree and a Doctor of Jurisprudence while earning the distinction of graduating Magna Cum Laude in both academic endeavors. He is a native of Lubbock and a graduate of Monterey High School.
