Prop. 6 & the Constitutional Amendment Election

Early Voting begins Monday the 21st of October for the November 5th Texas Constitutional Amendment election. My full ballot guide with recommendations is online for you at www.PrattonTexas.com. I recommend a “yes” vote on Propositions 1 through 5 and, a “no” vote on Props 7 through 9. “Yes” on 1 to 5 and “no” on 7 to 9.

And now to the big one, Proposition 6 which would create the State Water Implementation Fund as a special fund inside the state treasury and outside the General Revenue Fund. Money in the fund would be administered by the Texas Water Development Board and would be used to implement the state water plan, as adopted by general law, by the water board.

There are advocates for limited government opposing Prop. 6 for good reasons. But from the beginning, my objection has not been the one-time taking of money from the rainy day fund for setting up a revolving loan fund for local and regional water projects. The Economic Stabilization Fund is flush at the moment and this transfer isn’t direct spending, it’s a reallocation of resources to an acceptable purpose.

My problem with Prop. 6 is with the enabling legislation that created three full-time water commissioners, or bureaucrats, who don’t represent the people of the state and are unaccountable but will make the decisions on what projects are backed. It’s a recipe for scandal, corruption and bad government and is already in-place with the board now controlling existing bonding authority.

I’m voting “yes” on Prop. 6 as I’m not against the revolving loan fund for water projects per se.
