About Props. 1 through 5 on the Nov. 5th ballot

Early voting in the Texas Constitutional Amendment election begins Monday. Propositions 1, 2, 3, 4 and 5 are a Yes vote in my guide.

Prop. 1 benefits surviving spouses of those members of our military killed in action with property tax exemptions on their homestead. Prop. 2 eliminates a state board and fund that no longer operate, it’s a clean-up amendment.

Proposition 3 authorizes “a political subdivision of this state to extend the number of days that aircraft parts that are exempt from ad valorem taxation due to their location in this state for a temporary period may be located in this state for purposes of qualifying for the tax exemption.”

One critic has rightly pointed out that Prop. 3 is designed to get one company to locate in Dallas and this does bother. However, I’m for just about anything that lessens property taxes on anyone’s inventory. It’s a pernicious thing that goods being held for sale or use are taxed. And, the enabling legislation certainly applies to any aircraft parts company that locates anywhere in Texas.

Prop. 4 is similar to Prop. 1 and benefits disabled veterans, I’ll vote yes on 4.

Prop. 5 gets the government out of the way of people using their own property as they see fit. There is no reason to have state government in the way of reverse mortgages.
